From a normative perspective, the State has the responsibility to guarantee human rights through public policies on security, justice, civil protection, and climate change mitigation. The absence or insufficiency of these policies represents a state failure that exacerbates social inequalities and heightens risks for vulnerable groups.
This panel offers a subnational perspective in Mexico, examining how governmental inefficacy in certain contexts has fueled situations of insecurity and vulnerability. Key issues to be addressed include the rise in violence affecting young people, the persistence of femicidal violence, and impunity in cases of enforced disappearances. Additionally, the panel will explore deficiencies in climate crisis mitigation efforts and the inadequate preparedness for managing natural disasters.
