Power-sharing and federalism have been at the forefront of promoting liberal peace since the end of the Cold War. However, in recent years, failed reform attempts in Syria, Libya and Sudan highlight the growing complexity in making the transition to non-majoritarian democracy - out of authoritarian rule and civil war, work.
This panel looks at the contribution that power-sharing and federalism can make to peacebuilding in the 21st century on the one hand, while also assessing why it has become so difficult to agree on new power-sharing and federal structures in many countries on the other hand. We welcome empirical as well as theoretical/conceptual papers.
