Multi-level Governance (MLG) is the system of governance that supports policy and decision-making at various levels of government- local, regional and national. With increasing specialization and differentiation in the age of democratic governance, the MLG is widely in practice in all parts of the world. The process of governance has close interaction with the prevailing administrative and political culture. Thus, the administrative culture shapes and in turn shaped by the MLG. The new dimension of this interaction between culture and MLG is the introduction of digital governance. No governance process is immune for the impact of new Information and Communication Technology. Thus this panel seeks to discuss the issues and ideas within the two frameworks: First, interaction between administrative culture and MLG; and Second, the impact of digital governance on the administrative culture and MLG. Serious theoretical and experience based paper are invited to discuss issues within this framework.
