Parliamentary Crisis Resilience – Learning from Experience

The panel invites papers that deal with various aspects of crisis resilience for parliaments around the globe. The central goal is to compile experiences of parliaments in various crisis situations and to study what can be learned from it. A particular interest is put on how parliaments get ready for the next possible crisis. The panel follows a broad approach by bringing together papers from around the globe with different methodological approaches. Both in-depth case studies as well as small-n or big-n comparative studies are sought. A broad crisis definition is used, encompassing external environmental crises, war, pandemics or other health threats and disasters – but also internal crises caused by civil unrest or disturbances. Paper authors are encouraged to investigate how parliaments can secure their functional continuity in such crises and if institutional adjustments must be made. At the same time, potential side effects and unintended consequences should be discussed.
