Federalism, national coordination mechanisms and social protection

This panel aims to explore how national multi-level coordination affects social protection. Our focus is on the coordination of central, regional, and/or local governments, and social protection. The intention is to promote debate on different public policy designs and the need for coordination to speed up social convergence by setting common standards for social benefit levels. Case studies and comparative analyses are welcome, whether comparing a policy between different countries or within each country, or comparative studies between different designs between different sectors of the social area such as education, social assistance or health, for example. When do we need more coordination of social protection policies? What are the effects of its presence or lack of coordination? Papers that bring documented evidence on capacity and coordination issues in crisis situations or in regular times are welcome.
