AI has become mainstream in organizing business processes, processing big data, increasing transparency, optimizing communications and decision-making. As a result, an active public discussion began on the expediency of the rapid introduction of AI into Public Administration processes. It is related to the fact that with the growing influence of AI, serious challenges also arise, especially in the context of autocratization: create new challenges and threats to the implementation of democratic principles of governance and functioning of the state, human protection, protection of opposition activities and public criticism, as well as the protection of minority rights in general.
In this regard, it is important to critically assess how AI can be used to strengthen or, conversely, undermine democratic institutions.
Special attention will be paid to the study of mechanisms through which AI can enhance or reduce inequality, which is important for the sustainability of democratic systems.
Also, during the panel, it is optimal to discuss issues of ethics and responsibility in the context of the development and implementation of AI in the public sphere. It is important to ensure a situation in which AI serves the interests of society and contributes to human development, rather than becoming an instrument of oppression.
It is important to discuss issues and problems of the control of the implementation and use of AI in Public Policy and Public Administration, including through the activity of civil society institutions.
Finally, it is important to discuss possible ways for international cooperation and the creation of international solutions that promote responsible implementation of AI in public policy. In a situation where technology often bypasses national borders, international efforts can be the key to ensuring democratic values and protecting human rights in the age of AI.
Thus, the panel will focus on understanding how AI can be used for the benefit of society, while preventing the risks of autocratization and increased control in the digital age.
