Redefining the EU’s Neighbourhood: Challenges and Strategic Responses to Russian Aggression in Ukraine

This panel reexamines the European Union's (EU) enlargement and neighbourhood policies in light of the profound geopolitical shifts following Russia's invasion of Ukraine in 2022. With EU expansion at a standstill since Croatia's 2013 accession, the unanticipated escalation of Russia's long-standing conflict with Ukraine has forced a critical reassessment. Russia's transition from a simmering conflict since 2014 to a full-scale war in 2022 has not only challenged the post-Cold War balance of power in Eastern Europe but also the global order. This aggression, a pivotal aspect of Russia's strategy under Vladimir Putin to reclaim lost Soviet-era influence, has dramatically altered the regional landscape.
Contrary to expectations, Ukraine's resilient defense thwarted Russia's attempt to swiftly overpower key Eastern and Central Ukrainian cities. Despite substantial losses and ongoing large-scale attacks against civilian targets, Russia's offensive has been met with staunch Ukrainian resistance. This situation has catalyzed a robust response from the EU and NATO, including significant assistance to Ukraine, coupled with escalating sanctions and boycotts impacting the Russian economy and its citizens.
