This panel examines the effects of crisis governance on multilevel governance. Taking as an example the Covid-19 crisis, contributions analyse to what extent multilevel systems faced additional governance structures, offered more innovative policy solutions and engaged in different forms of learning. The panel looks at a variety of challenges faced by multilevel systems, from economic issues to democratic backsliding and questions over democratic participation. Bringing together results from the EU Horizon project "LEGITIMULT - Legitimate Crisis Management in Multilevel Systems", the paper brings together consortium partners with researchers outside the consortium to discuss how legitimate crisis governance could look like in multilevel political systems.
